Study on the Opportunity of an Inclusive Circular Economy for Armenia
Impact Hub Network, Impact Hub Yerevan, and the Environment and Health NGO are pleased to invite proposals for a service contract from qualified consulting teams or organizations to undertake a major research study under the CirculUP! initiative, funded by the European Union in Armenia.
Purpose of the Assignment
This study will explore opportunities for fostering an inclusive circular economy in Armenia by identifying key sectors for transition, assessing existing practices, and proposing scalable models for sustainable development.
Why This Study Matters
Armenia is at a critical juncture in its development. Shifting from a linear to a circular economy offers a sustainable path forward—combating environmental degradation, fostering innovation, and enhancing economic resilience. The circular model extends product lifecycles, minimizes waste, and regenerates natural systems, offering Armenia increased self-reliance, economic productivity, and job creation.
Scope of Services
The consulting team will conduct:
- A value chain analysis of 3–5 sectors (e.g., textiles, agriculture, construction, energy).
- Mapping of circular economy stakeholders and initiatives.
- Identification of barriers to circular adoption (regulatory, financial, infrastructural).
- An economic impact assessment, including job creation and sectoral potential.
- A review of existing policies and recommendations for improvement.
- Examination of Armenia’s circular economy ecosystem and international trends.
Key Deliverables
- Inception Report (2 weeks post-contract)
- Value Chain Analysis Report (2 months post-contract)
- Economic Impact Assessment Report (3 months post-contract)
Each report should include actionable recommendations and data-driven insights to inform Armenia’s circular economy transition.
Available Budget
A maximum of 64,600 EUR is available for this consultancy, inclusive of all taxes and expenses. The project is VAT exempt in Armenia.
Who Can Apply
We welcome proposals from:
- Multidisciplinary consulting teams
- Research institutions with policy and sustainability expertise
- Firms experienced in circular economy transitions in emerging markets
Proposals should demonstrate:
- Strong familiarity with circular economy models and frameworks
- Proven research and analytical capabilities
- Experience working in Armenia or similar regional contexts
Required Submission Documents
To be considered, applicants must submit the following materials:
- Narrative Proposal / Technical Proposal
This should include:
- Understanding of the assignment and relevance to Armenia’s context.
- Approach and methodology for conducting the study, including data collection, analysis, stakeholder engagement, and reporting.
- Work plan and timeline showing key activities, milestones, and deliverables.
- Team composition and roles—explain who will do what.
- Relevant experience with similar projects, particularly in circular economy, sustainability, or economic research in Armenia or the region.
- CVs of Key Experts
- Curriculum Vitae for all core team members.
- Highlight relevant expertise in circular economy, policy analysis, stakeholder engagement, and economic impact studies.
- Financial Proposal
- A breakdown of all costs, including:
- Professional fees by team member (number of days × daily rate)
- Any additional costs (e.g., travel, data collection, software)
- Please note the project is VAT exempt in Armenia, do not include VAT in your financial proposal.
- Professional fees by team member (number of days × daily rate)
- The total should not exceed 65,000 EUR.
- A breakdown of all costs, including:
- (Optional but recommended): Past Work Samples or Case Studies
- Examples of similar studies conducted.
- Links or attachments to relevant reports or publications.
